Case Study: Clōe

Clōe's decade of Pre-Shipment Inspection at Origin with QIMA highlighted the rigor of its supply chain processes and the discipline of its teams. This collaboration made it possible to guarantee regulatory compliance and on-time delivery, strengthening trust across Clōe's retail network.

Since 1987, Clōe has built what is today Mexico's most relevant fashion-accessories brand. With a product range spanning handbags, footwear, luggage, eyewear, watches, wallets, cosmetic bags, backpacks and menswear accessories, among others, Clōe has moved beyond product to become a lifestyle proposition with international reach.

Its footprint spans 56 own stores and 362 department-store points of sale across Mexico, a commercial network whose scale alone leaves no room for error in the supply chain.

The Context

In fashion, timing is everything. Clōe distributes season-specific products to a network of hundreds of points of sale, which means every shipment has a delivery window that is fixed, non-negotiable, and tied directly to the commercial calendar.

As imported merchandise, any customs hold, labeling correction, or clearance delay can put more than just one shipment at risk and jeopardize an entire season. A product arriving late to store generates logistics costs and risks going unsold.

Why QIMA

Clōe needed to catch any labelling or documentation deviation before merchandise left origin, so as not to compromise its delivery windows. QIMA was selected for:

  • A Pre-Shipment Inspection at Origin model built to meet the tight delivery timelines that seasonal product demands.

  • Inspection reports that anticipate whether an Inspection Unit may be required due to incorrect labeling.

How We Worked Together

Over 10 years of continuous collaboration, QIMA has operated as an integrated link in Clōe's supply chain. The Pre-Shipment Inspection at Origin (PEO) service is carried out directly at origin, before any container is loaded, verifying labelling and documentation compliance against Mexican regulations.

During the inspection, QIMA compares the loaded products against the packing list and records cartons, units, SKUs, models, and any shortages, overages, or undeclared goods. QIMA also documents the products with photographs, model or serial numbers, codes and visible characteristics.

This information enables the custom broker to work with verified data when preparing the documentation and determining the applicable HS code more accurately. Its purpose is to provide clear, timely evidence that helps reduce description errors, requests for clarification, rework, and the risk of delays during customs clearance.

Inspection reports let Clōe's team act ahead of time: if a product shows a labelling deviation, the company can identify it in the report before the shipment reaches its destination, helping expedite customs clearance. This prevents the need to deconsolidate and reconsolidate the container (DESYCON), saving the importer time and logistics cost. In critical seasons such as el Buen Fin, Christmas, and peak season, where the time margin is minimal, that early visibility is the difference between making it onto the shelf or not.

In 2026, the programme covered 231 containers, with an international team that QIMA coordinates both in Mexico and in the product's country of origin.

Results

  • On-time delivery to retail stores for seasonal product, eliminating the risk of destination inspections that could compromise the commercial calendar.

  • Labelling discrepancies detected before the shipment arrive, reducing the risk of fines and customs clearance delays.

  • Faster logistics decision-making thanks to early availability of inspection reports, providing visibility into each shipment before it arrives in Mexico.

In fashion retail, punctuality is not an operating metric: it is a strategic decision. Clōe knows this, and chose to build that advantage from the origin. Ten years on, every peak season arrives backed by the same principle: no problem crosses the ocean if it can be solved before the container is loaded.
